My Admin Level! Help me!

Recently I've been demoted from level 3 to level 1... This is the reason!

two Players came in the server.. I shot them to kill'em..
1) Their life refilled..
2) In their info health (armour non included) was 160/100..
3) I banned them for health hacks (I don't have a picture)..
Now Chro demoted me for abusing and he told me that i had to explode them..
I said that i checked yet in 2 other ways that they were hacking! (Point 1 and 2)..

How can i /burn or /explode them if i am lvl 1? Answer me please..
I also can't /kick... Thanks! And please, can u give my old level?

man there is Spawn Health Bug that Why they not die next Time Dont do That Agian

When thes is Spawn Health Bug in info you seem like dead.. 0 armour, 0 life and 0 weapons! I checked today with [K4L]FoX..
